Do I need to buy any special software?
No, you can visit www.skype.com and download the needed software client for free and install the same on your system. You have to signup for a skype id if you are using there service for the first time.

Are there any charges for using skype service?
No, it is free for computer to computer discussions.

What all is possible by using skype?
You can use VOIP voice over internet function for online free discussion and also enable webcam
